Nigeria: Delta State gives loans to citizens

The Delta State Micro Credit Programme (DMCP) is set to begin the second phase of loan disbursement to Delta State citizens, as part of the state governor’s agenda.
Previously, the programme has empowered 51, 391 persons under 4, 722 cluster groups. About 32, 499 women and 18, 892 people have benefitted from the micro credit programme, claimed Anthonia Ashedu, the executive assistant to the Delta State governor on micro credit.
Addressing participants in Warri, at a re-sensitisation and re-capacity building programme on the DMCP, Ms. Ashiedu said the exercise was necessary to encourage Deltans to take full advantage of Governor Uduaghan efforts to better their lives.
Ms. Ashiedu said the loans disbursement was not meant for party members, but for all Deltans, irrespective of their political affiliations. She warned the people not to be deceived into parting with money for any staff of DMCP, as she has received such complaints from some groups.
No to ‘godfathers’
She maintained that the programme’s success was hinged on the fact that she and her staff have refused to yield to pressure from political godfathers, including groups within the states who are bent on truncating the programme by posing as genuine cluster groups in order to collect money meant for redeeming the poor and jobless in the society.
“The programme has three attributes: empowerment of the grassroots population, creating new wealth at the level, and reducing unemployment in the productive age bracket. It targets the rural and urban poor, unemployed poor, particularly school leavers, economically disadvantaged persons, the physically challenged, and HIV infected persons who are discriminated against because of their status”, she said.
Ms. Ashiedu said the programme has helped in curbing youth restiveness in the once volatile Ekpan in Uvwie local government area of the state, but the DMCP also assist clients in the proper packaging of their products, registration of products with regulatory agencies, and the marketing and distribution of products within and outside Delta State.
“It has also helped the culture of micro financing, which has rejuvenated Deltans through the activities of 28 microfinance bank partners, which are really community based banks,” she added.

I doubt whether loans to people and areas targeted for socio-political purposes really “empower” the targets of the loans, mainly people who need money. They will receive such money as they are opportunistic, they have strong (justified) need for the money and no alternatives.
End December 2005 the Government of Nigeria evaluated the past such lending programs and concluded that all such activities did not result in any sustained impact on job creation, enterprise development or any other structural poverty alleviation. The Small Enterprise associations and Chambers of commerce know that but do not monitor or publish failure rates in start-ups or SMEs, nor do they undertake proper research to the real problems businesses in Nigeria have.
It is clear that the problems of poor women, youth, handicapped, and many other people cannot be solved by a micro or even by a macro lean.
If Microfinance is to support broad and sustained growth and development in Nigeria then it needs to be a part of building an inclusive financial sector, providing education, choice, and protection of all consumers, in particular weak citizens.
The MicroCredit programs will go the same way as all other politically motivated credit programs that are not social really, as to produce lasting results in emancipating the poor, as well as the way of the community banks and most of the current microfinance banks ….

Kudos to the Delta State Government and their interest to Empower the masses, it’s a good idea and it’s also a means of development to the state. The idea of giving loans to empower Skill/ Other Deltans, it’s something of Encouragement, Progress, Peace and of True Governance to the people of Delta State. My names are Awverosuoghene Bruce Ogbumah, from Ukwvuwin Community of Udu L.G.A of Delta State, born September 10, 1983 at Midwest Hospital Warri, School Cert Holder. Over seven (7) years now, am into Computer System Repairs, Maintenance/ Networking and Electrical Installation/ Wiring with Certificate, quick understanding to skill learning has being God gift to me. Over the years now, no suitable job has come my way, and the penury situations has not granted me the chances of having my own firm or business center. Today am happy am from Delta State and also am happy towards the loans to empowerment to Deltans. I look up to become a beneficiary towards the loans given to Indigenous of Delta State and as a proud Indigene empowered by the Governor Uduaghan reigning through the Microfinance Africa. That may end my roaming the street from one place to another and also to bring out the pride of my ability. It will be an honour if my request is given attention to. Thanks

I am strongly against government providing microloans, especially in this manner where it looks more like handouts or bribe to the masses. It achieves no purpose at all. It does not empower, encourage or drive entrepreneurism in anyway. Government’s role is to ensure there is good infrastructure for business to flourish. All the states that are undertaking this have bad infrastructure and make it difficult for businesses to succeed. Further, I doubt these loans are ever repaid. It will be interesting to see the repayment statistics.
